SPP (School Performance Profile) scores dropped significantly in recent years, but it's not because students are doing worse than years past. It's because test scores are being measured in a completely different way. Since the No Child Left Behind Act was replaced by the Every Student Succeeds Act, test scores are measured not by how well a student does, but how much better a student did from year to year. Stroudsburg is not the only school with lowered scores, it's a nationwide struggle to make a systematic switch to common core lesson plans.
